STATE PARTNERS WITH 2-1-1 for CORONAVIRUS HOTLINE

The state has announced a new statewide, toll-free hotline for all COVID-19 questions: (833) 544-2374. This number will provide broad information for the public. If a caller has a local question, they will be referred to their jurisdiction’s 2-1-1 affiliate for referrals and screening for local services. This is the result of a partnership with 2-1-1 California and local 2-1-1 systems to provide the critical links to direct services at the local level. The CSAC Finance Corporation manages 2-1-1 California, which is a network of the 2-1-1 systems throughout California.

CALIFORNIA ASSISTANCE SUMMARY

Economic Assistance:

The Governor’s March 12 executive order removes the waiting period for unemployment and disability insurance for Californians who lose work as a result of the COVID-19 outbreak.

Eviction Moratorium:

Through May 31, landlords may not evict tenants and courts and sheriffs are prohibited from enforcing eviction notices. Tenants must declare in writing, within seven days of their rent coming due, that they cannot pay all or part of the amount because they had to miss work, lost their jobs or had their hours cut because of the pandemic and provide documentation that supports their claim. Renters must repay the full amount due in “a timely manner” and could still be evicted after the moratorium lifts.

Financial institutions:

Financial institutions will offer, consistent with applicable guidelines, mortgage payment forbearances of up to 90 days to borrowers economically impacted by COVID-19.

Homeless Assistance:

The state is providing:

  • $100 million directly to local governments, for shelter support and emergency housing to address COVID-19 among the homeless population, and
  • $50 million to purchase travel trailers and lease rooms in hotels, motels, and other facilities in partnership with counties and cities to provide immediate isolation placements throughout the state for homeless individuals.

Social Services Programs:

Eligibility redeterminations have been suspended until June 17 for several public programs, including Medi-Cal, CalFresh, CalWORKs, Cash Assistance Program for Immigrants, California Food Assistance Program, and In-Home Supportive Services. Additionally, the order suspends the 48-month time clock for CalWORKs recipients until June 17, 2020.

Clients may apply for Medi-Cal, CalFresh, General Relief and CalWORKs benefits, review case information, request a replacement benefits card and submit verifications, by visiting http://www.mybenefitscalwin.org or by calling the County of Orange Social Services Agency Service Center at (800) 281-9799 from 6:30 a.m. to 8 p.m. Monday – Friday and 7 a.m. to 4:30 p.m. Saturdays.

Small Business Assistance:

Businesses filing a return for less than $1 million in taxes have a 90-day extension for tax returns and tax payments.

The statute of limitations to file a claim for refund has been extended by 60 days to accommodate tax and fee payers.

The Franchise Tax Board announced an extension to file 2019 California tax returns and make payments until June 15. Partnerships and LLCs who are taxed as partnerships and whose returns were due March 15 now have a 90-day extension to file and pay by June 15. Individual filers whose returns are due on April 15 now have a 60-day extension to file and pay by June 15.

State Payroll Taxes:

Employers experiencing a hardship as a result of COVID-19 may request from the EDD an extension of up to 60 days to file their state payroll reports and/or deposit state payroll taxes without penalty or interest. A written request for an extension must be received within 60 days from the original delinquent date of the payment or return.
